About 

Carlos' fascination for the built environment is largely the result of his family’s Iron working trade. He is a planner, builder, designer, and holds a Masters degree from UCLA in Urban and Regional Planning. He is currently working as the Bike Share Coordinator for the City of Oakland.

Skills and Interests include Participatory Planning, Planning for Communities of Color, Community Development, Site Planning, Pedestrian/Bike Planning, Bike Sharing and Bike Equity, Built Environment Health, Survey Design, Housing, Construction, and Ironwork.

Competitions

Xipe Totec Development Proposal, (2014). The student team received first place for proposing an affordable housing development for the Bank of America/Merril Lynch Housing Competition. The proposal includes 58 units of very affordable housing for Transitional Age Youth (TAY), a 6,000 sq ft community health clinic, and a 4,000 sq ft youth training center, located in the heart of Boyle Heights, Los Angeles. Culver West: West Washington Blvd Area Improvement Plan, (2014). A comprehensive analysis of Land Use, Transportation, and Streetscape Design issues in Culver City. Submitted in partial satisfaction of the requirements for the degree of Master of Urban and Regional Planning. Full report available here.

De Aqui Soy: A Young Warrior's Guide to Our Side of the Valley, (2014). A two year project documenting and mapping assets and visions for the North East San Fernando Valley. This project worked in collaboration with Young Warriors, a youth-led group promoting arts, advocacy, culture, and self-empowerment. Free download available here. 

Johnnie Cochran Middle School- Safe Routes to School Plan, (2013). A SRTS plan including the five E's of safe routes and an implementation budget. Full report available here.

Smart, M. and Hernandez, C. (August 2013) Shared Wheels in the Auto City: Evaluating Los Angeles’ Bicycle Sharing Program.    A report to the John Randolph Haynes and Dora Haynes Foundation that included data collection and the potential effects of a bike share system in Los Angeles. Pacoima Wash River Improvement Overlay (RIO) Proposal, (2010).   Analyzed three years of previously researched data and established design guidelines along with aerial maps to identify and address the lack of public open space in the North East San Fernando Valley, specifically focusing on a Los Angeles River tributary in Pacoima, CA. Undoing Community Design: Edendale, A Legal and Planning Analysis of Community issues in two Los Angeles Neighborhoods, (2010). Course URBS 460 (Law and Planning). Instructor in Law and Planning: Phyl van Ammers, MA, JD. Contributed to the report by analyzing the illegal closure of pedestrian right of ways (namely public stairs) in the Echo Park/Silverlake area of Los Angeles and its detrimental effects on sustainable development and walkable neighborhoods.
